CDOT Ramping Down RAMP

CDOT recently completed a five-year initiative to accelerate project delivery known as Responsible Acceleration of Maintenance and Partnerships (RAMP). This effort was part of CDOT's transition to an annual expenditure model rather than the previous practice of "banking" the full amount of funding required to complete a project before construction could begin. 
Now that RAMP has ended, CDOT will continue funding multi-year projects based on the year of expenditure, but the annual project advertisement budget has returned to pre-RAMP levels. This is evidenced by the base ad amount for the current fiscal year ending June 30, 2018, totaling approximately $384 million. 

As a result, you may see some changes to how and when CDOT posts projects for ad. For example, there may be a reduction in the quantity and/or frequency of project ads. Although this shift may cause some concern for contractors, CDOT is able to meet all current contract commitments and, assuming the receipt of Colorado Senate Bill 17-267, projections show that the project budget for next fiscal year will be more than $650 million.
