CDOT Releases First Section of the I-70 East Project Draft RFP

CDOT and the High Performance Transportation Enterprise (HPTE) have publicly released the first section of the Request for Proposals (RFP) for the I-70 East Project. The Instructions to Proposers (ITP) lays out CDOT's expectations - technical scope, contractual requirements and performance standards for the project. It also outlines the proposed DBE, ESB and OJT goals. The remainder of the first draft RFP will be released September 29 and will also be made available to the public.

The RFP is one of the most important elements in a highly competitive process to select a developer for the $1.17 billion I-70 East Project. Several drafts of the RFP w ill be produced over the next 8 months. The four developer teams which were selected in July w ill be asked to respond with highly detailed information about how they propose to design, build, finance, operate and maintain the I-70 East Project. Based upon the detailed review against complex criteria, a developer partner w ill be selected in the fall of 2016.
