CDOT Seeking CM/GC for Military Access, Mobility & Safety Improvements in Southeast Colorado

CDOT received Letters of Interest (LOI) from 11 contractors interested in providing Construction Manager/General Contractor (CM/GC) services for the Military Access, Mobility and Safety Improvement Project (21249). This estimated $127 million project will improve safety, accessibility, mobility and connectivity for members of the military traveling between bases and installations throughout the region. The Project has four primary areas of focus:

  • State Highway 94: Comprises the introduction of a west bound passing lane of approximately one mile beginning at mile post 5.5 and other safety and intersection improvements along SH 94. 
  • South Academy Blvd: Comprises the widening of several aspects of this county owned facility to three lanes to alleviate recurring congestion. These works will be done largely through striping, expanding into shoulders, and modifying merge lanes. Further improvements include undertaking bridge scour work. 
  • Interstate 25: The largest and most comprehensive component of the project will comprise the installation of median barriers on the 7.5 mile stretch of interstate between the South Academy and Santa Fe exits, widening to 12 feet of the inside and outside shoulders, full replacement of two bridges crossing South Academy, deck rehabilitation to six other bridges along the alignment, and installation of ITS components.
  • Charter Oak Ranch Road: Comprises improvements to the intersection with Santa Fe Avenue and complete reconstruction of Charter Oak Ranch Road from the aforementioned intersection to Gate 19 of Fort Carson. This reconstruction includes safety and roadway improvements and pedestrian facilities. 

In August 2019, CDOT plans to issue an RFP using a best value approach for the purposes of selecting a CM Contractor to design the project, with an option to negotiate a Construction Agreed Price (CAP) to build the project.
