CDOT Seeking Proposals for Front Range Passenger Rail Service Development Plan and NEPA Services

CDOT is currently soliciting proposals for a consultant to study passenger rail service from Fort Collins to Trinidad. The study commissioned by CDOT and the Southwest Chief/Front Range Passenger Rail Commission will explore different options to relieve congestion along the quickly growing I-25 corridor. A new system will be a massive undertaking, with coordination needed from local municipalities, freight railroads, and existing transit services. The study will explore possible routes, capital and operating costs, and other factors. The RFP includes defining the purpose and need for the rail system, public and stakeholder engagement, a service development plan, alternatives analysis, and NEPA process and documentation. Proposals must be submitted electronically through the CDOT Supplier Self Service Portal (SuSS) no later than 12:00 noon local time on June 13, 2019. Selection is expected to occur on July 5th after an interview process. Consultants must be prequalified by CDOT prior to proposing and have a Master Price Agreement in place prior to contract award.
