CDOT Transitioning to Full Online Bidding for Construction Projects

For the past several years, CDOT has been an agency user of the the Bid Express online bidding service provided by Info Tech, Inc. It is a two-way service, publishing bid-related information from agencies to the bidding community, and allowing online, secure bid submission from the bidding community to the agency. Bid Express has several subscription levels from basic and online plan viewing to bidding and bid tab analysis. It also includes a Small Business Network that enables requests for and submissions of subcontractor quotes.

Starting this fall, CDOT is moving to 100 percent online bidding for all highway construction projects. That means, no more paper bids will be accepted. The rollout schedule below will help ensure all prime contractors, including small businesses, have sufficient time to learn the Bid Express system and make the transition to submitting bids online.
  • October 1, 2014 - All projects over $5M will require online bids
  • January 1, 2015 - All projects over $1M will require online bids
  • March 1, 2015 - All projects will require online bids
