CDOT Upgrading to New Bidding Software on March 31, 2016

CDOT will be upgrading its AASHTOWare Project Expedite system to a new application called AASHTOWare Project Bids. The first letting date for CDOT projects using AASHTOWare Project Bids will be March 31, 2016.

What is Project Expedite?
Many contractors who work with CDOT already use Expedite to produce a bid with an electronic bid file. When your bid is prepared using Expedite, you can use the Bid Express Secure Internet Bidding service to submit it over the Internet. CDOT moved to 100% online bidding in 2014. After March 31, 2016 contractors will need to utilize AASHTOWare Project Bids instead of Expedite to produce a bid with an electronic bid file.

What is different in Project Bids?
This system contains an updated interface, improved handling of attachments, and improved security. With this upgrade, you will experience:
  • Improved error visibility when completing bids.
  • One auto-updating bidding application for all agencies.
  • Improved upload attachment functionality.
  • Improved logging of bidder activity throughout the bidding process.
  • Improved security with the use of X.509 certificates.
Who does this affect?
All prime contractors from any state who are bidding on CDOT construction projects will need to upgrade to the new software. If you are a subcontractor or CDOT sponsored Bid Express account holder, you do not need to upgrade and should continue to submit sub-quotes to primes using your normal process.

What is required to upgrade?
Prime bidders will need to download the new Project Bids software, obtain a new Digital ID, and submit a request to bid with CDOT. If you currently have an active Digital ID with CDOT in Bid Express, you will be reimbursed by the vendor, InfoTech, for the cost of creating the new Digital ID.
